Festival rules.

  1. Players must be U18 as at the 1st September, 2011.
  2. Teams will be allowed to register a maximum of 18 players in their squad. However, only 16 players can be named to participate on the match sheet for each individual game.
  3. The Manager must ensure that the team’s team sheet is handed to the Technical official no later than half time of the previous game to their team’s scheduled game.
  4. A player shall be registered with 1 (one) team only. Should a player be registered with a team and then be unavailable, another player may be substituted from your second team. Such substitution must be advised to the Tournament Director prior to the commencement of the Tournament.
  5. Hockey sticks must comply with FIH Regulations.
  6. No jewellery to be worn unless taped.
  7. The team named first on the draw will be allocated to the Dugout/Bench on the left of the Technical Bench (looking outwards to the field).
  8. The rules will be those recognised by FIH. Except in such cases where the Tournament Rules and Conditions shall apply.
  9. All matches including Finals shall consist of two halves of 25 minutes duration each with a 5 minute break at half time.
  10. Teams will be allocated a maximum of 10 minutes warm up period provided the team is at the fixture prior to the official starting time. It would be appreciated if all team managers ensure that their teams are at the grounds at least half an hour prior to their match commencement time.
  11. A two minute warning will be given prior to the commencement of the game and resumption of the game for the second half.
  12. Points for Pool Matches will be awarded as follows:
    • 3 points for a win
    • 1 point for a draw
    • 0 points for a loss
  13. The Winner of the pool shall be the team with the most points at the conclusion of the round matches. If two or more teams are equal on points, the winner shall be the team having the higher goal balance. Goal Balance shall be determined by the difference between the number of goals awarded to a team and the number of goals conceded by that team. Should teams still be equal, the team having the higher number of goals-for awarded shall be the winner.
  14. Should two or more teams be on equal points for second place in the round, the same conditions laid down to determine the winners shall apply.
  15. The semi finals will be played as follows –
    • The team finishing 1st in Pool 1 shall play the team finishing 2nd in Pool 2. This shall be known as the first semi final. The team finishing 1st in Pool 2 shall play the team finishing 2nd in Pool 1. This shall be known as the 2nd semi final. Should goals be equal at full time in a semi final then a break of 5 minutes followed by two halves of 7 ½ minutes each way (golden goal) will decide the winner. Should goals still be equal at the conclusion of extra time then a penalty stroke competition between the teams will be played.
    • Where a specially arranged penalty stroke competition is required 5 different players from both teams will take a penalty stroke, alternatively, against one and the same Goalkeeper per team, or in the event of the goalkeeper being incapacitated, their substitute.
    • The team recording the highest number of goals shall be declared the winner.
    • In the event of an equal number of goals being scored, another series of penalty strokes will be taken, under the same conditions. The same players do not have to be included in the second set of strokes.
  1. The Finals will be played as follows -
    • The finals will be played between the two winners of the semi finals matches. The winners will be the team with the highest goal score at the end of the match. Should goals be equal at full time the same rules shall apply as for semi finals.
  2. Any player receiving a second yellow card during the Festival must report to the Tournament TD, accompanied by the team Manager or Coach, immediately following the match in which the second suspension was issued. The player should be notified that he may be suspended from the following match in which his team participates.
  3. The player must be given the opportunity to attend a judiciary committee hearing which will also be attended by the Disciplinary Committee.
  4. Any player receiving a red card will receive an automatic one match suspension.
  5. If a team wishes to lodge a protest at the end of a match it must be lodged in writing to the Tournament Director within 15 minutes of the conclusion of the match.
  6. Please note that protests against umpires’ decisions will not be accepted.
  7. The appointment of umpires to matches will be under the control of the appointed Umpire Manager.
  8. Code of Conduct for Benches will be advised at the Mangers’ Meeting
  9. The Manager or Physiotherapist/Doctor are the only team officials permitted to enter the field of play to attend to an injured player.
  10. The Team Manager should remain at the end of their bench which is closest to the Technical Bench during play.
  11. All time keeping will be controlled from the Technical Bench.
  12. The Technical Official may run the scoreboard if available, with a back-up stop watch in use.
  13. At the conclusion of the match the Team Managers will report to the Technical Bench to verify and sign the match report. Copies will be available from the Championship Office later in the day.
  14. Goalkeepers must ensure to wear contrasting colours to any outfield player and umpires.
  15. Any player, which receives a red card during the festival, will then ineligible to play further games in the festival. In addition, his / her place in the squad may not be refilled.
